I really wish I'd come across it when I was doing my dissertation! Just a thought to add into your suggestions for contributors to open government. Although it's often forgotten I think information management is an important contributor. Knowing how to make the best of information assets is pretty fundamental. For example, there are many otherwise helpful and bright staff in local government who, when asked for data in electronic format, simply don't get the difference between supplying a pdf and a spreadsheet. Both are electronic files after all, aren't they?
