However, learning is one thing; being able to implement what one has learned is another: whether or not one agrees with NetFlix' revolving door approach to human resources, I think that is an issue of national culture and employment regulations and wouldn't be so easy to implement in Europe. In local government ... well I think it would be extremely difficult to take a hire and fire approach! I think you correctly identify the link between social media use and culture of an organisation.
